Image->Mode->Assign profile does not provide the option to assign the builtin sRGB profile, nor does the PDB interface to the LCMS (the PDB interface will only assign builtin sRGB if there is no RGB profile defined in the preferences).

Consequently, the following problem occurs:
1. I load an image, which is in sRGB space but has no attached profile.
2. The action of loading this image has assigned my RGB profile to it
3. I cannot assign the sRGB profile in order to convert it truthfully to my working profile. The only profile I can assign is the profile that is already assigned, or one from disk.

Something is wrong with your color management setup then. At point 2, the color profile that is assigned, that should be your working profile. If that is not sRGB , well then you can't assign the builtin sRGB profile. If you want to assign an sRGB profile nevertheless, then you can download one and add it to your list of profiles.
