This is text from the po file. It should be fixed to have no need to show that warning before the release:

This problem has been fixed in the development version. The fix will be available in the next major software release. Thank you for your bug report.

gtodo was removed with anjuta 3.0 - If you need a TODO manager use Gettings things GNOME.
