I don't know where to file this bug necessarily but the only real reason I use Xine or GXine these days is because I like the additional control I have over the playback.  Slow motion for instance. 

Is the lack of this something that is a limitation of GStreamer or of Totem, which uses GStreamer?

This is a Totem issue.
