Why does the deskbar applet open a dialog window in gnome 2.20?

When deskbar was introduced, it was a replacement for the panel command line applet.

With this new "feature" (?) we no longer have a panel command line applet.

Opening into a new dialog window adds clutter to the desktop.

It was much more usable inside the panel.

Is it possible to make this a gconf-editor option?
