The current "padlock" icon in the location bar of secure pages (like gmail) lacks sex appeal.

Why not replace it with the stock icons provided by gnome icon theme?
/usr/share/icons/gnome/22x22/status/security-high.png
/usr/share/icons/gnome/22x22/status/security-low.png
/usr/share/icons/gnome/22x22/status/security-medium.png

Or something like that. I would assume they were designed for that purpose?

We don't use these on purpose, since they don't use the lock metaphor. See bug 348350 comment 93 ff.
