QIF-Importer should auto-convert encodings to UTF8

The QIF-Importer does ignore German Umlaute (äöü,ÄÖÜ).
The problem is that there's no encoding documentation on QIF files. Most likely you're running in a UTF-8 locale but the QIF file is encoded in ISO-8859. In order to protect you, gnucash drops all "invalid UTF8" characters from all input strings. This means that it's going to drop your accented ISO-8859 characters. Convert the QIF to UTF8 and then gnucash wont drop them. Ideally GnuCash should let you choose the encoding format for your QIF and auto-convert it for you. So I've left this bug open and changed the summary.
