Extend the spec for Accessibility::Text::getAttributeRun(..)

In http://www.openoffice.org/issues/show_bug.cgi?id=81718, we are working on ways to allow a user to determine what the attributes of a new character will be when the user types a character at the end of a text object. The AT-SPI spec currently provides mechanisms for determining what the attributes of an existing character are, but not for determining what the attributes of future character will be. As a solution, I propose extending the strict interpretation in the following citation of Accessibility::Text::getAttributeRun(...): <cite> ... Parameters: offset the offset of the character whose attributes will be reported. ... </cite> The extension of the interpretation would be "if the character offset equals the length of the string, the reported attributes will be for any character that will be added to the end of the text in its current state."
