For example, U+2103 "DEGREE CELSIUS" (℃) will, if not found in the current typeface, fall back to something from another font.

GUCharMap gives this snippet of info about the character:

Approximate equivalents:
 • U+00B0 DEGREE SIGN U+0043 LATIN CAPITAL LETTER C

It would be nice if Pango could fall back to attempting to compose the character from the current typeface instead, when possible.

Yep.  And that's bug 63633.

That said, it's not exactly clear whether using those approximate sequence is preferable to picking it up from the next font having it.
