Add two applets to empathy, "megaphone" and "not here"

I'll attach the patch to autofoo and the two tarballs containing the code to be untarred in empathy/

Megaphone is build if required deps are met. I ported the code to the new libempathy(-gtk) API. Nothere is not build by default because you can't right-click to remove it and it don't resize to show the status message (it should be at least bigger and ellipsed). Thanks!
Do you know why this megaphone applet doesn't seem to be available in Ubuntu (Hardy)?
