Patch for the build system. Add --enable-megaphone and --enable-nothere options, but build by default when deps are available.

Megaphone is build if required deps are met. I ported the code to the new libempathy(-gtk) API.

Nothere is not build by default because you can't right-click to remove it and it don't resize to show the status message (it should be at least bigger and ellipsed).

Do you know why this megaphone applet doesn't seem to be available in Ubuntu (Hardy)?
