In the gnome menu, Applications -> Graphics -> GIMP Image Editor, the description of the application is in french: "Crée et modifier des images ou des
photographies". There is a little mistake on "Crée" which is better with "Créer" to be coherent with the sentence.

You're right, conjugaison use in this sentence is not coherent.
Changed 'modifier' in 'modifie' (explanations in French).

Les descriptions sont traduites à la 3e personne du singulier, « modifier » devrait être traduit par « modifie ». Cette règle n'a pas été respecté dans les précédentes traductions de GIMP, de nombreuses corrections ont été apportées pour le nouveau GIMP. L'équipe de traduction serions ravi si un traducteur pouvait relire la traduction de GIMP pour corriger les erreurs restantes :
