Please describe the problem:
Dragging an icon over 'menu bar' or 'main menu' gnome-panel applets doesn't open the menu (like spring loaded folders).

Steps to reproduce:
1. Drag an icon or icons from the desktop or Nautilus to the Places menu bar, or the single icon menu (main menu)
2. Wait for it open up after a few seconds
3. 

Actual results:
The menu doesn't open up

Expected results:
Open the menu up, let me drag it into Places -> Home, Desktop, etc.

Does this happen every time?


Other information:
Since distros like Ubuntu don't ship with desktop icons, like a Home deskop icon, the places menu (or the single icon main menu) should open when you drag icons over it so you can easily manage files without having to open another Nautilus instance.
