Please describe the problem:
When gnome-power-manager is running, and gnome-panel shuts down, gnome-power-manager opens it's notification area icon in a separate window. This is an annoying window. It does not go away. You cannot close it. Restarting gnome-panel does not cause the icon to go back to the notification area where it should.
