Please describe the problem:
English WinXP SP2 with russian locale settings

Cannot save changes to a file with name, containing russian characters

А new file with russian name can be created without problems.

Steps to reproduce:
1. Create a file with russian name
2. Make some changes
3. Try to save it


Actual results:
I'm getting the following error message
"Невозможно открыть "file:///I:/Program%20Files/Gnumeric/%D0%9A%D0%BD%D0%B8%D0%B3%D0%B01.xls" для записи: I:\Program Files\Gnumeric\Книга1.xls: No such file or directory"

Expected results:

this is surely an MS Windows specific issue
