As above...
I think pop-up dialogs for rotate/perspective/resize etc. are too geeky. They always got lost covered by other windows.
Option they provide are generally just additional information or two/three more input fields (depending on tool) which should be integrated in tool options dialog (never seen anyone having this one closed while working in gimp).

Other, not so great solution, would be to ensure that these dialog stay always on top of other windows.
