Currently navigation by hierarchy tasks are document mode, however they are needed to get out of widgets such as textboxes where the navigation mode is automatically set to widget mode.  As such, the navigation by hierarchy tasks will not work.  They need to be made widget mode tasks and always be available.

We have decided to scrap the navigation by hierarchy tasks in lieu of 'go to container' and 'skip container' tasks, bugs #437229 and #437231 respectively.  This bug will be marked WONTFIX.
