metacity lets me grab the bottom edge of a window and resize it past the top edge of my bottom panel, such that if I then let go, part of my window is hidden and I can't grab the edge that I just let go of to fix the problem, because it's obscured by the panel.  Metacity should not let resizes extend under panels.  Neither Windows nor OS X allows windows to be resized under panels, and I think they both behave correctly and intuitively in this regard.
