Please describe the problem:
When I click on open, then click on the image I want, a box comes up that says "The application has failed to start because libexif-12.dll was not found. Re-installing the application may fix the problem." I tried that twice but nothing happens differently

Steps to reproduce:

Actual results:
The same thing each time, it doesn't put the preview in the box.

Not sure what you're talking about, but it's certainly not the GNOME control-center.

1) Windows is not a supported platform
2) the File Types and Programs capplet has been obsolete for... a very long time

I think you've taken a wrong turn somewhere...

The program that you say is obsolete I downloaded just this week. I did everything right in downloading, but I can't get it to open an image from a file. Gimp was recommended by members from CanStock Photo. I downloaded the following for Windows:
gimp-gap-2.2.0-setup
gimp-2.2.13-i586-setup-1
gtk+-2.10.6-1-setup
gimp-help-2.0.11-setup
