I dug up a video from my youth. I encoded it using some windows software about 6-8 years ago. Unfortunately this is all I can remember about it.

I found it recently and am unable to play it using gstreamer using totem. This is with core, good, bad, ugly, and ffmpeg installed.

It's Indeo 5.0, which is not supported by any open source codec that I know of.  You might have luck with pitfdll and the DLL codec.

Why is this "NOTABUG"?

True this can't be played with any open source codec, but shouldn't it be considered a bug for that reason?

Plays fine using pitfdll (dshowdec_ir50_32v50 element) in conjuction with the usual MPlayer w32codecs pack.

It's NOTABUG because lacking a feature is not a bug.  We only track feature requests that are likely to be completed by someone in the GStreamer community.  Reverse engineering and reimplementing the Indeo-5.0 codec, if it happens, is likely to be done by ffmpeg people.  If ffmpeg had a semi-working implementation, we'd probably keep the bug open and retitle it "update ffmpeg snapshot to get Indeo-5.0 codec".
