Please describe the problem:
The gnome-panel tooltip only uses theme's colors partly.

Steps to reproduce:
1. Go to the theme settings
2. Set window background color to blackm window font color to white (in the color tab)
3. Move the mouse over a window on the panel. 

Actual results:
The tooltip background is light and thus you can't read the text (see screenshot)

Expected results:
The tooltip background color should be taken from the color selection.

Does this happen every time?
Yes.

Weird. I don't think the panel/libwcnk is doing anything special, though. Maybe a theme bug?

Does it happen for other tooltips? What theme are you using?

It looks like your theme is hardcoding the tooltip background colour, but not the foreground colour. What theme are you using?

Metacity with the color changes noted above.
