Removing target milestone from [blocked] bugs.  We have little control over them, so we're better off letting priority and severity be our guide for poking the related components.

At some point this bug got fixed by the Planner guys. I have just verified the fix and that Orca is correctly presenting the toggle button's name in both speech and in braille.
