That bug has been opened on https://launchpad.net/bugs/88939

"On an up to date Feisty:
* Add clock applet to panel if not there already
* Rightclick on it and go to Preferences
* Set Clock type to Internet time

The applet makes the whole gnome-panel stop and restart a few times until it's gone for good."
