After generating new locales and choosing language via gdm menu for
current session, gnome starts, but I receiving a borderless (ie it
happens before starting window manager) window with a message: "Language
<language-here> does not exist; using System default" and everything
reverting to default language.

I've been able to reproduce the bug, and it appears that newly-generated locales appear in the gdm menu, but they are not really available until GDM is restarted.

I think this has been fixed in GDM 2.17 with bug 384603.  Please test with the latest GDM and reopen bug if this hasn't been fixed.
