nice.  one quick comment from a brief perusal:  I don't think the following line is necessary if you're requiring intltool 0.35:

+      ALL_LINGUAS= "`cat "$srcdir/po/LINGUAS"`"

I believe that was a hack that was required before intltool was changed so that it read the po/LINGUAS file directly (I believe that happened in 0.35).
