I can change the size of icons for files that are on the desktop, but I can't stretch icons in the file browser. 

On the other hand, I can take a file from a file browser, drop it on the desktop, stretch it, and put it back in the file browser and it keeps the same size - cool, but a long way around to get the same effect as being able to stretch icons in the file browser
