Lots of programs like The GIMP or evince offer a way to scroll a GtkScrolledWindow by holding down the mouse button and drag the content in a direction. While thast is fairlt easy to implement with custom code, it would be nice if gtk+ offered such an option out-of-the-box. It would be useful for a majority of all implementations of GtkScrolledWindow. Something like a "allow-drag-scroll" property could then be added.

i really agree with this but it happens that developers have been sitting on this for three years in 165155
