Please describe the problem:
When entering numerical values for initial account balances, the numbers format incorrectly when trying to type 1337.40, it formats to 1337 + 2/5

when non even fractions are entered it formats as normal decimal cents.

Steps to reproduce:
1. setup a new file
2. procede to stage 'new account hierarchy setup'
3. type in an initial account value with .40 cents or other even fraction.


Actual results:
It displays dollars + 2/5 instead of dollars.cents

Expected results:
should display dollars.cents for all decimal values of cents

Does this happen every time?
yes
