When adding accounts, the check that makes sure that the new account is compatible with it's parent account prevents the addition of any new Top Level accounts.

To reproduce, start with a clean, empty file and try adding a new Bank account. Choose 'New Top Level Account' in the parent box and try to create an account. You will be blocked by the 'Incompatible with parent' dialog box.
