Share a single outgoing mail server between all accounts

Thunderbird has a really nice feature in that it allows you to share a single outgoing mail server between all accounts. There is a place in the settings where you specify outgoing servers, and in each account there is a combo box that allows you to pick any of these servers. One can specify to pick the "Standard outgoing server" and by specifying a standard server among the ones in the outgoing servers list, it is very easy to quickly change the outgoing server for all accounts. This is useful for instance when an ISP only allows you to send mail using their server when you are on their net, and if you change net often, it is tedious to change the outgoing server of all accounts you want to send email from.
GNOME is going to shut down bugzilla.gnome.org in favor of gitlab.gnome.org. As part of that, we are mass-closing older open tickets in bugzilla.gnome.org which have not seen updates for a longer time (resources are unfortunately quite limited so not every ticket can get handled).
