We'd like to be able to remove the user switching button on Ubuntu's logout dialog (see https://launchpad.net/distros/ubuntu/+source/gnome-session/+bug/75265).
So we need a key to do that.
We could also use it to disable the user switching applet.

...and backed out again because it breaks freeze. It will go into the 2.22 branch, although I'm hoping to put it into 2.20.1 when possible.
