Please describe the problem:
When downloading files from the Internet I store them on my desktop. While a video file downloads totem-video-thumbnailer tries to create a thumbnail for the file over and over again, as the file is changing all the time. This results in major cpu usage and the system feels slower as the file is downloading.

Steps to reproduce:
1. Login to gnome
2. Start a download of a video file to the desktop
3. top reveals high cpu usage


Actual results:
The thumbnail is created and re-created over and over again as long as the file is changing, IE: until the download is complete

Expected results:
totem-video-thumbnailer should somehow realise this particular file is downloading and either don't attemt to thumbnail it at all, or at the least stop after one attempt.

I have seen this bug too.

Steps to reproduce:
Download video torrent file from: http://torrent.fedoraproject.org/
Start downloading torrent.
Watch cpu usage (top recommended).

Periodically cpu will be consumed by totem-video-thumbnailer, for instance here:

/usr/bin/totem-video-thumbnailer -s 128 file:///home/sthorne/Desktop/fudcon-boston-2007-olpc.ogg

Expected results:
after totem-video-thumbnailer fails to run the first time, it should stop attempting to thumbnail the video, instead of re-thumbnailing periodically.
