When non-invoked from a crash/exception (--pakage present but no --pid neither --include file) bug-buddy would submit bugs as normal priority. Bugzilla should not harcode this

(now only bug-buddy needs fixing.. Note: recommend not adding anything when it is *not* a crasher)
