When the any of the menus are opened (applications, places, system menus), one of the icons on the panel becomes highlighted as though it has gained focus. It is generally the last applet to be manipulated (added perhaps, its not obvious what it is).

The icon that is highlighted has no relevance to the menu at that instant and so should not become highlighted.

using gnome-2.16.2 from Gentoo Linux i only notice this issue on notification area. It only highlights the notification area and not the icos close to the menus like yours.
