Possible menu item/tooltip change

In JDS, we've modified the gnome-system-monitor menu item as follows, partly as homage to sdtperfmeter, which our users are more familiar with, and partly to follow the tooltip recommendations on http://live.gnome.org/UsabilityTeam/Menu. Could be applied to the newest version.
