Please describe the problem:
If there is a problem with the news server, and Pan cannot download articles, it will not attempt to resume.  The only way to fix this is to delete queued tasks and resubmit them. I even tried closing and restarting Pan, then toggled "online" status. Nothing worked. Had to delete and resubmit the tasks.

Steps to reproduce:
1. Que up a bunch of tasks in PAN
2. Stop the news server
3. Resume the news server


Actual results:
Pan will show that it is "online" and that it has 0 active tasks out of however many were queued.

Expected results:
Pan would immediately resume downloading the queued articles

Does this happen every time?
Yes

Other information:
Unable to verify, however, I would think it wouldn't be hard to put some sort of "intelligence" into the downloading so that if the news server stops responding you can recheck every few minutes and then resume the queued downloads.
