Can not popup right-click menu with keyboard on gnome panel icon.

Please describe the problem: This is an a11y bug for rhythmbox. Steps to reproduce: 1. Launch rhythmbox and play some tracks. 2. Press <Alt+Ctrl+Tab> to move focus to gnome bottom panel. 3. Press <Left/Right> arrow to move focus onto rhythmbox icon, press <Shift+F10> to popup the control menu. Actual results: It popped up the gnome panel right-click menu instead of rhythmbox right-click menu. Expected results: It should pop up rhythmbox right-click control menu. Does this happen every time? Yes. Other information: No.
As far as I can tell, this happens to all notification area icons, and is an issue with the NA applet. Can you do this sucessfully with any noticifation area icons?
This works for volume control icon and trash bin icon which lie in notification area. <Shift+F10> could invoke the right-click menu for those applet. And also, you can add a new applet icon to gnome panel with <Ctrl+F10>, invoke the right-click menu with tabbing focus on and pressing <Shift+F10>.
The volume control and trash bin icons are panel applets, not notification area icons. The notification area is a panel applet, which can contain icons for running programs, like Rhythmbox, instant messaging programs etc. Shift-F10 works fine with panel applets, but not notification area icons. The keynav issues with the notification area is bug 103223.
