image resize - make default the best quality option

Today's computers cope well with quality image resize at no visible CPU or memory expense. There is no need to use poor linear interpolation when resizing photos to put them to the web. One cares more about the quality. However most users will not realise that they have an option to increase the quality, so their photos will look worse than necessary. Other information:
You are obviously working with rather small images only. Not everyone works for the web and is using small resolution images. But I think you have a point here, nevertheless. Let's change the default for 2.4 to Cubic.
