Please describe the problem:
When I set the panel background to fully transparent, the main menus are still opaque. Drawer background can be separately adusted to transparent. The clock applet's background follows that of the panel, but other applets like the Character Palette applet's background do not (remains opaque).  

Steps to reproduce:
1.Change the panel's background to fully transparent  
2.Open and examine a menu, examine the Character Palette applet  
3. 


Actual results:
Menu's and Character Palette applet remain opaque

Expected results:
Become transparent

Does this happen every time?
yes

Other information:
Maybe this is fixed in newer versions? I am using Debian Etch ...

For the applets, please open a bug for each applets (that's not a gnome-panel issue). It might have been fixed since 2.14, though.

For the menu, I'm not sure we want to do this... It might make them harder to use. Don't know.
