gThumb should use po/LINGUAS instead of listing all languages in configure.in. Let me know if I should cook up a patch.

Proposed fix

- Move languages from ALL_LINGUAS to new file po/LINGUAS
- Bump the intltool required version
- Add missing "fa" language to the list of supported languages

Please let me know if I should commit this to CVS HEAD.
