Please describe the problem:
0.115 does not handle news server errors well when more than 1 server's monthly limit is reached

Steps to reproduce:
1. Configure 2 different nntp servers
2. reach monthly limit on one server
3. get new headers


Actual results:
Using 2 news servers, configured as primary and fallback.  When either one server's monthly bandidth limit is reached, pan complains and proceeds to display an error message saying that it is going offline even though the other server is still usable.  In 0.113 this did actually go offline. In 0.115 headers are downloaded but there are sill multiple error messages every few seconds and pan shows offline in bottom left status area

Expected results:
graceful error about one server then continue online. maybe instead of online status should say online* or something to denote that not all serers are operational?
