It is impossible to define the number of workspaces without adding the panel applet "workspace switcher".

In the process of capplets refactoring, would be great to allow to set the number of workspaces.

I don't really know which component I should assign this.

Agreed, this is a problem. Perhaps this should be made available in the window preferences?

There is a complimentary bug reported against the workspace switcher applet, bug 441658.

The concept of workspaces has changed in gnome-shell, and workspaces are now more fluid in nature, and you'd always start with just one workspace created on startup. If that were to change, I'm pretty sure we would make those changes in the control-center. In the meanwhile, won't fix.
