When a non-expanded panel is moved into a corner of the screen the corner drag handle prevents the user taking advantage of Fitt's law for any applet in the same corner of that panel. Perhaps the drag handle in the corner could be hidden after the panel is dragged to a corner? The panel could still be moved with the drag handle at the other end of the panel.
