This bug comes from gnome-theme-manager's preview thumbnail generator, where I've worked around that problem. I've just confirmed that metacity-theme-viewer suffers from that, too.

Step to reproduce the problem:
1) run metacity-theme-viewr Glider
2) look at how it renders the dialog boxes and notice the gradient there. This gradient shouldn't be there.

So the PreviewWidget (and in extension meta_theme_draw_frame) apparently draws stuff inside the area that's supposed to be occupied by the contained widget.

I'm not sure this is desired behaviour, so I'm filing this.

What do you suggest should go put in the frame if the contained widget doesn't fill its designated area?  A white background?  A hole through which you can see other windows?  Is it important?
