When "select window when mouse over" is used for window behavior, it is easy for a user to have a window mostly obscured, but selected. Worse, the window's selection indication may be totally obscured by other windows. 

When such a window's Window List button is clicked, it is not brought to the foreground, but minimized.  It would be less surprising if windows in this state were detected and brought to the foreground instead of minimized.
