Perhaps there could be a checkbox, "Get new bodies when downloading headers", in the Behavior pane of the preferences.  This would apply to both the automatic header-downloading (as specified in the Behavior pane) and the manual downloading (using the Groups menu).

A separate checkbox could be added to the "Get headers..." dialog in case the user wanted to override the setting temporarily.
