Gnucash is currently missing a credit memo feature under the vendor section.  Currently to effect a credit memo, a process payment must be performed, and then the tax accounts need to be manually reconciled.  It would be most helpful if the process payment feature could have an option for performing this tax table look up and account correction.  A similar feature request is

requesting the option for performing splits on a process payment.

I just came across this bug report.

This has been implemented for GnuCash 2.6.0 although the feature is slightly hidden. Choose Vendor->New Bill...
The window that pops up will allow you to create either an bill or a credit note.

The same goes for customer documents.

Thank you for suggesting this feature (albeit it took us a long time to implement).
