Please describe the problem:
A user can open multiple task manager windows by selecting the task manager option from the File menu.  In 0.14.* selecting Task Manager a second time would bring the task manager window to the front if it was open or open a task maanger window if none existed.

Steps to reproduce:
1. Start pan
2. Select 'Task Manager...' from the File menu
3. Select 'Task Manager...' from the File menu


Actual results:
2 windows are opened.

Expected results:
Only one window should be opened, it should be made the frontmost window and given focus.

Does this happen every time?
Yes.

Added a patch for the log window as well, since that was mentioned
on pan-users too.
