When I change the behavior of the Rectangular Select by pressing and holding a key 
to subtract from selection (little minus showing at the cursor, CTRL) 
or to add to selection (little plus, Shift) 
the selecting gets fussy: 
with the Minus, instead of having the starting point as a corner of the rectangle being drawn, it treats the point as the middlewith, 
and with the Plus, instead of drawing normal rectangles it draws squares.

The behaviour of the selection tool modifiers is described in the manual; in short, it does matter when you press and release the buttons. See http://docs.gimp.org/en/gimp-tools-selection.html#gimp-tool-select for hints about this.

Please note that the selection tools are in constand change right now (the latest development release is 2.3.10, and there have been changes after that already). Keep an eye on the bugs that are reported.

IMO this report should be closed as NOTABUG, because the behaviour is supposed to be like this. If it isn't, please point out which modifier doesn't work like documented (and how).
