Pallete editor maybe quite hard to find for beginners. My propositions:
1. It should be added to dock by default.
2. It should have widget to choose pallete without getting to Pallet tab. The same behaviour is with paint tool and Tools tab. We can choose brush without getting to Brushes tab.

Makes some sense. The current design is not very intuitive. The change you suggest here has been brough up before but noone felt motivated enough to actually do it.

Setting to milestone 2.6. If someone contributed a patch very soon now, I would even still consider this change for 2.4. It should be relatively easy to implement the proposed change and I think it would make working with palettes more intuitive.
