The window list applet allows open windows to be listed on the panel.

In a typical GNOME configuration (for example, Ubuntu Linux), the bottom panel holds the Show Desktop applet, the Window List applet, the virtual desktops and the Trashcan.

When the window list shows four or more windows, it takes up the available panel real estate and does not leave any space to drag the panel to another side of the screen.

It should be possible to be able to drag the panel in order to move it to another side of the screen even if there are 4-5 applications running.

This is also an issue with the top panel.

When the top panel is rather full with icons/etc and you place to one of the sides, there is no free space left that you can use to drag it (the panel) back to the top.

A workaround is to remove a big object of the panel (Main menu), move to the top and then add it again from "Add to Panel..."

I tried again this issue; the panel allows you to move it to another side of the deskop, by dragging it. However, when the panel gets overpopulated, there is no free panel estate that you can use to drag it from.

How to reproduce: 
a. Add several applets on the panel. Make sure that it is overpopulated, but there is still empty space.
b. Drag the panel and place it on a vertical side of the desktop.
c. The panel is placed on a vertical side of the desktop, but now there is no empty real estate of the panel available. 
You cannot move the panel back, unless you start removing applets. Once you make some space available, you can click and drag.

This is a usability issue, and appears in forums regularly.
