I'm reporting this bug submitted on the Debian BTS by Robert Marlow

If a japanese keyboard layout is added along with a typical US
keyboard layout, switching to japanese and then back again causes the
tilde key to no longer work in the US keyboard layout. both ` and
shift+` cause only ` to be printed.

(I can reproduce the bug as well using control-center 2.14.2)

It is really not a gnome problem, it should be reported to xorg bugzilla.
